There are a lot of statistical resources such as this from the US Bureau of Labor Statistics https://www.bls.gov/oes/current/oes_nat.htm#27-0000 that might show what’s possible in a very general way, since “scenic artist” is not such a huge field to have its own category. I think it can be sorted in different ways.
You might also be able to tap into the Theatre Communications Group, which publishes a survey of the info you’re looking for.
In combination with this, you might try searching the various sites for regional “cost of living” comparisons.
